Codification and Progressive Development of International Law

— Sixth Committee of the United Nations General Assembly

The Legal (Sixth) Committee is one of the six Main Committees of the United Nations General Assembly responsible for initiating studies and making recommendations for the purpose of encouraging the progressive development of international law and its codification.

During its’ sessions, the Sixth Committee considers issues of legal nature and proposes draft resolutions to the General Assembly.

The delegation of Belarus is traditionally actively participates in the sessions and comments on reports of the United Nations International Law Commission, UNCITRAL, Special Committee on the Charter of the United Nations and on the Strengthening of the Role of the Organization, rule of law on national and international levels, scope and application of the principle of universal jurisdiction etc.

— Consultative Committee of Legal Advisors of the Ministries of Foreign Affairs of the CIS Member States

The Consultative Committee was created in 2004 by the decision of the CIS Council of the Ministers of Foreign Affairs. It is comprised of legal advisors of the Ministries of Foreign Affairs of the CIS Participating States.

The Committee considers international legal issues of the CIS activities, experience and practice of the CIS Participating States in the field of international law, implementation of their international legal obligations, including relevant legislation, activities of other bodies and fora dealing with international law, supporting reaching joint approaches by the CIS States.

In particular, the Committee has elaborated and is updating the Manual for drafting CIS treaties, as well as the Manual for reviewing CIS treaties.

The 34th and the 35th  meetings of the Consultative Committee were held under the chairmanship of the Kyrgyz Republic in 2023.

In accordance with the decision of the CIS Council of Ministers of Foreign Affairs, meetings of the Committee are held at least twice a year.

— CIS International Legal Forum

The International Legal Forum of the Commonwealth of Independent States (CIS) is a regional platform for professional dialogue on international law, diplomatic practice, and legal cooperation within the CIS. The Forum brings together representatives of foreign ministries, the academic community, and practicing international lawyers from the CIS member states.

The 1st CIS International Legal Forum took place on May 19, 2025, held on the sidelines of the 13th St. Petersburg International Legal Forum.

It laid the foundation for establishing a new regular discussion platform for representatives of foreign ministries, academia, international organizations, and practicing legal experts across the region. The inaugural event marked an important step in advancing professional exchanges on international law and aligning legal approaches within the CIS.

The first Forum established the framework for the initiative's ongoing development: making the meeting an annual event, broadening the pool of participants, and providing deeper discussion on both classic and emerging issues on the international legal agenda.

The 2nd CIS International Legal Forum, titled "International Legal Dialogue in the CIS: Traditions of Cooperation and Response to the Challenges of the Time," was held on May 13–14, 2026, at the CIS headquarters in Minsk. Supported by the Ministry of Foreign Affairs of Belarus and the Executive Committee of the CIS, the event brought together over 100 delegates from Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Turkmenistan, and Uzbekistan, alongside representatives of international organizations, academic institutions, and practicing international lawyers.

The Forum fostered substantive and targeted discussions on the most pressing issues of international law and the strengthening of legal foundations for cooperation within the CIS, establishing itself as an authoritative expert venue across the Commonwealth space.

— St. Petersburg International Legal Forum

The Republic of Belarus actively participates in the St. Petersburg International Legal Forum—one of the leading international platforms for discussing current issues in legal development, improving law enforcement practice, strengthening interstate cooperation, and exchanging experience among representatives of the legal, expert, and business communities.

In 2025, the 13th St. Petersburg International Legal Forum took place, bringing together participants from more than 80 countries and reaffirming its status as an authoritative international platform for professional dialogue. Representatives of Belarusian state bodies, scientific, and educational institutions, including a delegation from the Ministry of Foreign Affairs of Belarus, attended the forum. A Belarusian thematic exhibition was presented at the event, showcasing the country's achievements in legal development and interagency cooperation.

In 2026, the Belarusian delegation also participated in the 16th St. Petersburg International Legal Forum, held on June 24–26. The delegation included representatives from the Ministry of Foreign Affairs of Belarus, the Ministry of Justice of Belarus, the Supreme Court of Belarus, and other government authorities.
During the forum, the Belarusian delegation took part in plenary sessions, panel discussions, and bilateral meetings focused on legal system development, legislative refinement, the digitalization of legal regulation, and issues of international law.
