19th Meeting of the Committee on Foreign Trade Regulation under the Customs Union Commission Held on January, 18

On January 18, 2012 the 19th Meeting of the Committee on foreign trade regulation under the Customs Union Commission was held in a video conference format.

Members of the Committee, representatives of public authorities and business entities from Belarus, Russia and Kazakhstan took part in the meeting.

The delegation of the Republic of Belarus was headed by the Belarusian member of the Committee, Deputy Foreign Minister Alexander Guryanov. The delegation also included the representatives of the State Customs Committee, the Ministry of Foreign Affairs, the Ministry of Industry, the Ministry of Trade, the Ministry of Energy, experts from the enterprises of “Belneftekhim”, “Bellegprom”, “Belgospischeprom”.

The agenda of the meeting included several issues concerning customs tariff and nontariff regulation. The participants discussed the suggestions of the parties to make amendments to the Harmonized Commodity Description and Coding System of the Customs Union and correct the rates of import customs duties of the Common Customs Tariff of the Customs Union in relation to certain types of goods (special sorts of coconut and palm-nut oil, warships, asphalt pavers, polyesters and melamine resins, diapers and health aids, etc.).

The sides also discussed the initiative proposals of the Republic of Belarus to increase the rates of import customs duties in relation to footwear with genuine leather top and to exempt from the import customs duties the goods, imported for the construction of the nuclear power station in Belarus.

The members of the Committee considered the prolongation of the terms of the rates of import customs duties of the Unified Customs Tariff in relation to certain types of paper and cardboard. The participants also discussed the exemption from the customs duties of certain kinds of civil passenger aircrafts.
