From April 30 to May 11, 2012 Vienna hosts the first session of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) Review Conference Preparatory Committee scheduled for 2015.

Belarusian delegation headed by the Permanent Representative of the Republic of Belarus to the international organizations in Vienna Valery Voronetsky participates in this event.

The head of the Belarusian delegation made a statement within the plenary discussion.

Valery Voronetsky underlined the importance of achieving the strategic goal of the Treaty – nuclear disarmament. The Belarusian side believes that the efforts of the world community on non-proliferation should be accompanied by specific steps on nuclear disarmament, and by creation and development of trust measures between the nuclear and non-nuclear states.

Particular attention in this regard was paid to providing legally binding security guarantees to the NPT member-states that do not possess nuclear weapons, against the use of nuclear weapons by the nuclear states.

Such security guaranties are regarded by the Belarusian side as a token of trust and predictability in relations between the states. We are also convinced that providing such guaranties will promote the strengthening of nuclear non-proliferation regime and achieving complete universalization of the Treaty.

The head of the Belarusian delegation informed the participants of the session about the activities of the Belarusian side aimed at strengthening international non-proliferation regime. In particular, he stressed, that Belarus attaches great importance to the strengthening of the NPT-based system of guarantees under the aegis of the International Atomic Energy Agency.

The statement of the Belarusian representative highlighted the inalienable rights of the member states, based on provisions of NPT and IAEA Charter, on realization of peaceful nuclear activities. Valery Voronetsky underlined that the mechanisms at disposal of the international community should promote equal, nondiscriminatory access of all interested states to the benefits of nuclear energy.
