Local Government

The local government and self-government is exercised through local Councils of Deputies, executive and management bodies, public bodies of territorial control, local referenda and assemblies.

The local Councils of Deputies are representative bodies of state power within the bounds of a subnational entity and the main bodies of self-management.

The Constitution establishes an exclusive competence of local Councils of Deputies on the following issues: approval of programmes of economic and social development, local budgets and reporting on their execution, imposition of local taxes and duties in conformity with law, managing the property of the utilities services, appointment of local referenda.

The local Councils of Deputies are elected by citizens of a subnational entity for a term of 4 years.

In conformance with the Fundamental Law, heads of the local executive and management bodies are appointed and dismissed by the President or in the order established by him, and approved by the respective local Councils of Deputies.

The Constitution of the Republic of Belarus establishes a binding force of the decisions of local Councils of Deputies, executive and management bodies on their respective territory, taken within their frame of competence, which is one of the guarantees of their efficient work.
