Belarus Partakes in the UN Disarmament Commission Session

11 April 2006

On 10 April, the UN Disarmament Commission session opened at the UN head-quarters in New York. Head of the Belarusian delegation, deputy permanent representative of Belarus to the UN Sergei Rachkov has been elected as vice-chairman of the Commission.

Within the framework of the three-year negotiation cycle the Commission will consider recommendations on achieving the nuclear disarmament and non-proliferation objectives, as well as practical confidence-building measures in the conventional weapons sphere.

Belarus advocates a realistic, gradual approach to nuclear disarmament issues. However, the phased-in approach should not cover the lack of activity or the actions not meeting the goals of the Nuclear Non-Proliferation Treaty (NPT), the Belarusian delegation stressed in its statement at the general debate.

Belarus, which made a historic choice on renouncing the nuclear weapons possession more than a decade ago, is confident that this decision can meet the national security interests only in case the Non-Proliferation Treaty is observed by all the countries.

The Belarusian representative also underlined the responsible and active approach of Belarus to formation of security bodies based on the principle of openness and trust between the countries. Belarus has been creating a “good-neighbourliness belt” around its borders and signed relevant agreements with its neighbours. Our country has been unconditionally complying with its commitments under the conventional arms treaties, exercising control over exports of armaments, as well as exchanging information in line with the UN General Assembly resolutions.

Belarus believes that a gradual transition from simple to more sophisticated multilateral confidence-building measures will promote prevention of armed conflicts and foster regional and international security.
