Protection of national producers

Protection of domestic producers

Application of safeguards, anti-dumping and countervailing measures in the Republic of Belarus is regulated by the following legal acts:
 
 - Law “On Measures to Protect Economic Interests of the Republic of Belarus at Execution of Foreign Trade in Goods” of November 25, 2004, and
 - Resolution No. 612 “On Approving the Regulation on the Order of Conducting Investigations With a View of Application of Safeguard, Anti-dumping and Countervailing Measures and Invalidation of the Resolutions of the Council of Ministers of 5 June 2000 No. 800 and of 26 June 2002 No. 859, anti-dumping and countervailing measures application”
of June 9, 2005.
 
The specified measures are applicable only after the Ministry for Foreign Affairs of Belarus has carried out relative investigations. Such investigations are based on requests of domestic producers and/or industries provided the proof of injury or threat of injury for the industry as a result of increased, dumped or subsidized imports.
 
Since 2001 investigations in respect to the following products have been completed: safeguards on tobacco, acetate filtering cane, corselets, mineral wool, asphalt, confectioneries, steel pipes, poultry meat, polyester textured yarns, anti-dumping on pipes and caramels.
 
In 2006 investigations on poultry meat and polyester textured yarn were resulted in implementation of safeguard duty and import quota correspondingly.
